Amy has spent more than 20 years building a deep understanding of state and local education agencies, and the ways in which federal law and policy can be leveraged to improve education systems and student outcomes. She advises state and district leaders, national associations, not-for-profit and community-based organizations, accreditors, and others about federal laws and regulations, including many of the major education-related laws such as the Elementary and Secondary Education Act (ESEA), Carl D. Perkins Career and Technical Education Act, Richard B. Russell National School Lunch Act, and Higher Education Act. Amy also advises clients on issues of non-profit governance, operations, and strategic planning. Her recent work has included a focus on the transition from the No Child Left Behind Act to the Every Student Succeeds Act (the latest reauthorization of ESEA), advising on state policy change regarding district and school leader evaluation systems, assisting with virtual education program redesign, and developing multi-issue advocacy strategies for associations.
Amy and Foresight Law + Policy were named by WIB Worldwide as Best Education Law Firm – USA (2017 Legal Award Winner). Amy frequently presents on recent developments in education policy, speaks at national education conferences, drafts state rules and regulations, prepares comments in response to federal rulemaking, and authors papers and other resources to aid state and local education leaders with the implementation of new laws and policies.
Prior to co-founding Foresight Law + Policy, Amy practiced education law at two national firms and international commercial transactions with a Warsaw-based law firm under the management of a global professional services corporation. Her early work in education law and policy began with her roles as district director and counsel for U.S. Senator Johnny Isakson of Georgia during his tenure in the House of Representatives, as vice president of the Georgia Public Policy Foundation, and as chief operating officer of the Georgia Department of Education. Amy received her J.D. from the Georgia State University College of Law in Atlanta, Georgia, and her bachelor’s degree from the University of Georgia in Athens, Georgia. She is a member of the Washington, D.C., Georgia, Wyoming, and Pennsylvania Bars.
